Why Documentation Matters
Importing industrial machinery is not like buying consumer electronics. Customs authorities, port inspectors, insurance underwriters and your own safety department all demand specific documents before the machine can be unloaded, installed and operated. Missing or incorrect paperwork can result in detention at the port, demurrage charges, refusal of insurance coverage or shutdown orders from occupational safety inspectors. This guide lists every document you need when importing a sanding machine from China and explains what each one proves.

1. ISO 9001:2015 Quality Management Certificate
ISO 9001 is the international standard for quality management systems. While it does not guarantee product quality, it demonstrates that the manufacturer has documented processes for design, production, inspection and corrective action.
What to check:
- Certificate number and issuing body (must be an accredited registrar such as SGS, TÜV, Bureau Veritas or BSI).
- Scope of certification – must explicitly include “manufacture of metal surface finishing equipment” or similar.
- Valid dates – ISO 9001 certificates expire after three years and require annual surveillance audits.

2. CE Declaration of Conformity

- Declaration of Conformity (DoC) – A signed legal statement by the manufacturer listing the directives and standards complied with.
- Technical file – Risk assessment, design drawings, electrical schematics, test reports and user manual.
- Certificate of Verification – Issued by a Notified Body if the machine involves high-risk elements (not required for standard sanding machines, but some buyers request it for added assurance).

3. Electrical Test Report

The report should be signed by the manufacturer’s electrical engineer and dated within 30 days of shipment.
4. Noise Emission Test Report
Under the Machinery Directive, noise emissions must be measured and declared. The test report should state:
- Measured sound pressure level at the operator position (LpA)
- Guaranteed sound power level (LwA)
- Test standard followed (typically EN ISO 11202 or EN ISO 3744)

6. Motor and Component Certificates
- Motor efficiency label – IE2 or IE3 per IEC 60034-30-1.
- VFD certificate – CE mark and EMC compliance (EN 61800-3).
- Bearing specification sheet – Load rating, speed limit and lubrication interval.
- Emergency stop component certificates – Safety relay and contactor rated for Category 1 or 3.
7. Packing List and Commercial Invoice
These are customs documents, not technical certificates, but they must be accurate:
- Packing list – Itemizes every crate, box and pallet with dimensions and weight.
- Commercial invoice – States FOB value, Incoterm, payment terms and harmonized system (HS) code. Sanding machines typically fall under HS 8460.29.
- Bill of lading – Issued by the shipping line; proof of ownership and contract of carriage.
8. Operation and Maintenance Manual
The user manual is itself a legal requirement under the Machinery Directive. It must be in the language of the destination country (English is acceptable for most export markets) and include:
- Safety warnings and residual risks
- Transport, lifting and installation instructions
- Electrical connection diagram
- Startup and shutdown procedures
- Daily, weekly and monthly maintenance schedules
- Troubleshooting guide
- Spare parts list with part numbers
- Declaration of Conformity copy
9. Warranty Document
The warranty should clearly state:
- Warranty period (typically 12 months from bill of lading date)
- What is covered (mechanical defects, electrical failures due to manufacturing)
- What is excluded (wear parts, misuse, unauthorized modifications)
- Claim procedure (contact details, required evidence such as photos or video)
How to Verify Authenticity
Unfortunately, counterfeit certificates exist in the machinery trade. Protect yourself:
- Verify ISO certificate numbers on the registrar’s website or the IAF CertSearch database.
- Cross-check CE certificate numbers with the Notified Body’s directory (NANDO database for EU).
- Request the full technical file, not just the DoC. A legitimate manufacturer can produce it.
- Check dates and signatures – blurry scans or missing signatures are red flags.
